If it is a special additional bonus gift (like in the UK you get the in-game bonus Fadeshear and Lion of Orlais weapons if you pre-order the game) then you will receive codes either in the box or from the retailer which you will need to enter into the Redeem code section of either your 360/xbox.com or from the game dash if it isn't a standard format code.
Once entered, your 360 will then download the item(s) from the Dragon Age server...
... so in short; yes, you will need to get you console online to receive any game extras.
